
Use a tabletop exercise when the objective is discussion, role clarity or plan review. Use a web simulation when distributed teams need dynamic information and a record of their decisions. Use mixed reality when spatial interaction or equipment context matters. Use a live drill when real movement, facilities, equipment or operational handoffs must be validated.
These methods are not competing definitions of the same thing. Tabletop, drill, functional exercise and full-scale exercise describe forms of exercise activity. Web and mixed reality are delivery technologies that can support different activities. Treating them as separate decisions makes exercise planning clearer.
Begin with the capability, not the format
Write down what participants must demonstrate. “Understand the plan” is difficult to evaluate. “Establish a shared set of incident priorities within 20 minutes using available information” is observable. So are objectives such as producing a situation report, identifying conflicting resource requests, completing an accountability process or escalating a continuity decision.
Once the objective is specific, ask what evidence would show acceptable performance. The answer determines how realistic the people, information, place and equipment need to be.
What each method can validate
Tabletop exercise
A tabletop is discussion-based. A facilitator presents a scenario and participants talk through roles, decisions and expected actions. It is well suited to exploring a new or revised plan, finding assumptions and creating shared understanding across organizations. Its weakness is also its strength: participants explain what they would do, but usually do not perform the functions under operational pressure.
Web-based simulation
A browser simulation can present injects, maps, calls, documents, resource requests and changing conditions to people in one room or many locations. Participants can be required to produce decisions and outputs rather than only discuss them. The system can record actions for a debrief. It cannot, by itself, prove that physical equipment, routes or facilities will work.
Mixed-reality simulation
Mixed reality can place interactive scenario elements in a real training room while allowing participants to remain aware of colleagues and physical surroundings. It may be useful for spatial decisions, equipment context and team interaction. It requires careful design: novelty, hardware friction or visual spectacle should not displace the objective.
Live drill or exercise
Live activity is necessary when the objective depends on actual movement, equipment, site systems or handoffs. A drill may test a focused operation, while functional and full-scale exercises can involve broader coordination. Live events usually require more logistics, safety management, participants and recovery time, so they should be reserved for objectives that need that fidelity.

Cost cannot be reduced to a single ranking. A tabletop has low technology requirements but can still consume significant staff time. A web simulation may reduce travel while requiring scenario configuration. Mixed reality needs compatible devices and support. Live exercises concentrate costs in planning, venues, safety, staffing and interruption.
A progressive program works better than a format contest
For an EOC, the sequence might begin with a tabletop about authorities and roles, continue with a web simulation that sends dynamic injects, and finish with a functional exercise involving real workstations and partner agencies. For campus evacuation, leaders might review decision points first, explore building and access constraints in a digital environment, then conduct a focused live drill.
Progression also gives teams a chance to close simpler gaps before an expensive event. There is little value in discovering during a full-scale exercise that participants never agreed who may approve a public message.

What exact behavior, decision or output must be demonstrated?
What people, information, place and equipment are essential to that behavior?
What evidence will evaluators need?
How much operational disruption is acceptable?
Which accessibility, device, travel and network constraints apply?
