Use it to examine information flow, prioritization, resource status and operational-period planning. Test the network and provide a fallback; a technical interruption should not become the unintended objective.
Immersive simulation: best when viewpoint matters
VR or mixed reality can represent difficult terrain, large structures, poor visibility or the relationship between teams and landmarks. It can let participants revisit the same condition and compare decisions.
Check locomotion, comfort, accessibility, supervision and physical space. The environment must be validated for the decisions it supports. A visually detailed model with incorrect scale or access can teach the wrong lesson.
Live practice: essential for physical proficiency
Navigation, equipment, protective procedures, rescue systems and real communication behavior require controlled practical work with qualified oversight. Live training can also test staging, transport, logistics and interagency handoffs.
Manage safety through the applicable training and operational requirements. Simulation can prepare decisions before field activity, but it should not be represented as certification of a physical skill.

Retest improvement actions in the least burdensome suitable format.
Participants do not need to complete every stage in one event. Progression works across a program and allows earlier findings to improve later exercises.
Make the selection defensible
Document the objective, required evidence, constraints, selected format and what remains untested. That final limitation is important. Leaders should know whether an exercise demonstrated command decisions, represented a physical task or validated it in the field.
