Map the reunification workflow
Document the sequence from the decision to reunify through site activation, student movement, family communication, check-in, verification, release, exception handling and closure. Identify the owner, information and handoff at every step.
Pay special attention to transitions between systems or organizations. How does attendance information reach the reunification site? How are authorized pickups verified if the primary platform is unavailable? Who resolves a discrepancy? How is an unreleased student tracked through a shift change?
Choose a suitable exercise format
A tabletop can examine authority, site selection, partner roles and difficult decisions. A browser simulation can deliver family enquiries, student-status changes, transport updates and staffing constraints while recording decisions. A site walk-through can validate layout and accessibility. A focused drill can test check-in and release with volunteers or simulated records.
Use real student data only when necessary and authorized. Synthetic records are usually sufficient for exercise play and reduce privacy risk.
Design the site flow
Separate arrival, check-in, waiting, release and exception functions where the plan requires it. Consider traffic, pedestrian routes, weather, visibility, toilets, lighting, power, communication and the needs of people who cannot stand or queue for extended periods.
A map or digital representation can help teams explore layouts before occupying the site. Validate the route and facility in person before relying on it.
Build accessible communication
Draft and approve messages for staff, students, families, transport providers and partners. Include what families should do, where they should go, what identification or process applies, what not to do and when another update will follow.
Test primary and alternate channels. Plan for language access, disability access and families who do not use the primary digital platform. Evaluate whether messages remain consistent as conditions change.
Exercise accountability and exceptions
The routine path is not enough. Include a manageable number of exceptions: a student recorded in the wrong group, a changed pickup authorization, siblings at different sites, a family member without expected documentation, a medical need or an unavailable database.
The purpose is to practice the escalation and documentation process, not to surprise staff. Provide policies and qualified decision-makers that would be available in a real event.
Include partners meaningfully
Transportation, district leadership, facilities, public information, student services and local agencies may have roles. Confirm responsibilities and communication routes during design. If a partner cannot participate, use a simulation cell and validate its scripted responses with that partner beforehand.
Measure the whole system
Useful measures include accuracy of student status, time and quality of messages, completeness of handoffs, clarity of site roles, queue or workload recognition, exception resolution, privacy protection and continuity when a tool is unavailable.
Do not use speed alone. A fast release with an incomplete verification process is not successful performance.
Debrief and retest
Collect participant, observer and volunteer perspectives. Families or community representatives can offer insight into message clarity and site experience when participation is appropriate and consented.
Turn findings into specific changes with owners. Retest a revised message in a short tabletop, a data handoff in a browser simulation or a site layout through a controlled walk-through.
A well-designed reunification exercise builds confidence through clarity and evidence. It should leave the school better able to account for every student and communicate a safe, accessible process to families.
