How to Design an All-Hazards Search-and-Rescue Training Exercise

An all-hazards search-and-rescue exercise should be built around the mission functions participants must practice: initial assessment, command and coordination, search planning, resource management, communications, information management, safety, support and transfer or demobilization. Choose a hazard and environment that create those decisions without introducing unnecessary risk.

“All hazards” does not mean one scenario can validate every SAR discipline. Land, maritime, urban, wilderness and disaster operations involve different authorities, skills and equipment. The exercise should be explicit about its scope and use qualified subject-matter input.

Define the mission and limits

Describe the incident, area, operational period and participating organizations. State which capabilities are in play and which are simulated. If technical rescue, medical care, aviation or water operations are outside scope, make that clear so participants and evaluators do not infer unsupported validation.

Set safety boundaries for live components. Use simulation for decisions that would otherwise expose participants to avoidable hazards, and use properly controlled practical training when physical proficiency must be assessed.

Write operational objectives

Good objectives are observable and role-specific. Examples include:

  • establish a coordinated command structure and initial priorities;

  • develop and update a search plan from available information;

  • assign resources using capability, location and availability;

  • maintain the status of teams, tasks and searched areas;

  • communicate changes and urgent information across organizations;

  • identify safety concerns and adjust operations;

  • plan relief, transfer and demobilization.

Avoid using “find the subject” as the only measure. A simulated find can depend on scenario timing or chance. Evaluate the management and coordination that make an effective search possible.

Select the right exercise format

A tabletop can examine authorities, plans, roles and search strategy. A web simulation can distribute clues, maps, weather, resource requests and team status while recording decisions. An immersive environment can add terrain, visibility or site context. A functional exercise can run command, planning and communications cells. Live field activity is needed for navigation, equipment, movement, technical skills and real handoffs.

Combine formats deliberately. A command team can work in a simulation while field teams perform a controlled practical task, provided both groups understand what is real and what is represented.

Build the scenario from information flow

Map how information should enter, be assessed, become a task and return as an update. This prevents the exercise from becoming a sequence of unrelated surprises.

Useful injects may include a corrected last-known position, a new witness report, deteriorating weather, a resource delay, loss of a communication path, an urgent team status or an emerging second search area. Each inject should support an objective and have a credible source.

Decide how the simulation will respond to participant actions. If the team requests a particular check, the control cell should have an answer or a transparent reason why information is unavailable.

Represent resources accurately

Use a resource list that reflects real capability, readiness, travel and support needs. A named unit is not automatically available or suitable for every task. Include staging, briefing, tracking, relief and demobilization considerations.

Partner agencies should review how their people and assets are represented. This improves realism and prevents the exercise from assuming permissions or capabilities that do not exist.

Create improvement actions with owners and retest them. A revised map process can be checked in a short desktop simulation; a communication fallback may need a live drill. The next exercise should begin where the last one finished rather than starting with a new scenario and the same unresolved gaps.

An effective SAR exercise is not defined by drama or scale. It gives the right people a credible mission, produces observable coordination and leads to a safer, clearer and more repeatable way of working.
